General Terms and Conditions
1. Bidder should check delivery terms, payments terms and UOM (unit of measure of item quoted) carefully before submitting price bid.
2. Bidder should quote for make, brand and model mentioned in BOQ or attached document. Detailed specifications and additional terms and conditions might be given in attached document.
General Eligibility Criteria
3. The bidder should have valid registration and licenses under various Acts that may be applicable for the items in Request For Quotation (RFQ). This shall include but not limited to GST, FSSAI, Income Tax, Employee State Insurance, Contract Labour, Provident Fund etc. Bidder should upload all such applicable documents (one time activity) in document section in his profile. Bidder should always keep his profile up to date.
4. Even though the Bidder meets the specified criteria, the bid may be disqualified in case the bidder has:
a) Made untrue or false declaration or claim with respect to their qualification or with respect to their products in the forms, statements and attachments submitted in bid or in any other way submitted.
b) Record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion or financial failure etc.
c) Bidder is blacklisted by Mehsana Union.
Bid Submission and Evaluation Process
5. Bidders can download the RFQ document free of cost from the website. Any updates, corrigendum, date extension etc. related to RFQ will get published on this website.
6. Bidders have to submit technical and commercial (price) bid in electronic format only on this website till the last date & time for submission. Offers in physical form will not get accepted in any case.
7. Bidders have to abide by all terms and conditions and specifications of items mentioned in RFQ document. Quoting price bid on website will be treated as acceptance of all terms and conditions of RFQ document.
8. All supporting documents asked has to be submitted online (at proper stages mentioned in RFQ form) with proper name of documents for easy identification and. Bidder should upload only relevant document and no any unnecessary document. Uploading unnecessary document may lead to disqualification.
9. Bidder must get Bid Reference Number after final submission of online RFQ. If Bid Reference Number is not generated then it can be assumed that bid submission is incomplete and bid has not been submitted.
10. First technical data and documents submitted by bidders will get analysed at our end. After verification and acceptance of data or documents submitted, commercial bid of technically qualified bidders will get opened and considered for second stage of commercial evaluation.
11. In case bidders need any clarifications or if training is required to participate in online RFQs, they can contact Dudhsagar Dairy or (n)Procure Support team.
Rights of Dudhsagar Dairy / Mehsana Union
12. Dudhsagar Dairy at its sole discretion and without assigning any reason thereof, reserves the right to accept and / or reject the whole or part of any or all the bids received at any stage of RFQ.
13. Dudhsagar Dairy reserves the right to negotiate or conduct auction with any or all bidders and also to re-conduct negotiation or auction starting from previously closed rates.
14. Dudhsagar Dairy reserves the right to award purchase order in full or part items/quantity to any bidder or bidders.
15. Dudhsagar Dairy reserves the right to not share bid details with participating bidders to reduce carteling of bidders.
16. In case of dispute, decision taken by I/C Managing Director will be final.
17. Settlement of any dispute out of the Purchase Order/ Contract against this bid shall be subject to the courts at Mehsana, Gujarat only.
